Anh "Joseph" Quang Cao, 41, was born in Saigon (now Ho Chi Minh City), Vietnam, the fifth of eight children arriving in the United States when he was 8 years old. Mr. Cao was recently elected the first Vietnamese-American in Congress representing the 2nd Congressional District in New Orleans, Louisiana.
Cao made direct reference to his improbable political ascent, seeming as astonished as anyone else.
"Never in my life did I think I could be a future congressman," he said.
Adding "The American dream is well and alive."
